Governance

The following actions are intended to improve coordination between Administrations (horizontally and vertically), as well as create synergies between them.

With Ministries

With the Regional Authorities (Autonomous Communities)

Agendas and/or Action Plans approved by the Autonomous Communities or in the process of elaboration.

With the FEMP (Spanish Association of Cities and Provinces)

FEMP Framework Agreement

The Spanish Federation of Municipalities and Provinces (FEMP) and the municipalities it represents have been fundamental agents throughout the process of drawing up the Spanish Urban Agenda and continue to be so now, when its effective implementation at the local level is underway. To provide continuity to this collaboration and offer mutual help for the dissemination and implementation of the AUE, MITMA and FEMP have signed successive Agreements, the last one on 21 July 2020.

Specific Agreements

The signing of these Agreements is intended to promote the coordination of the Ministry with local administrations for the implementation of one of the main lines of action of the State Action Plan of the Spanish Urban Agenda, in compliance with Strategic Objective 10.2 that seeks to “Ensure citizens' participation, transparency and favour multilevel governance”. Among the actions included in these Agreements are basically those related to the dissemination of the content of the agenda, through the preparation of guides, videos, etc. and training for the preparation of local action plans for municipalities and provincial councils. It is also within this framework that the actions of the technical and permanent Working Group of the Spanish Urban Agenda are carried out.

Permanent Working Group of the Spanish Urban Agenda of the FEMP

This technical and permanent Working Group of the Urban Agenda provides continuity to the FEMP Technical Working Group that participated in the elaboration of the Spanish Urban Agenda, promotes collaboration for its implementation of the Spanish Urban Agenda and guarantees mutual collaboration between the National Administration and the Local Administration in everything related to the Urban Agenda, its dissemination and implementation.

AUE guides for technicians and municipal officials

Among the actions carried out within the framework of collaboration between MITMA and FEMP, is the elaboration of guides and documents that facilitate the application of AUE methodology, and which are intended to be disseminated among the Local Entities, both at a technical and political level. They facilitate a first approach to the document and its contents based on practical experience.

Workshops

These workshops are part of the training plan for technicians and municipal managers for the preparation of the Local Action Plans of the AUE. Their purpose is to publicise the experience of Local Entities that are already working on their own action plans, encourage the exchange of knowledge, raise doubts, and find solutions based on collaboration and multilevel cooperation.

 

Documents

The commitment of MITMA and FEMP for the implementation of the Urban Agenda as a fundamental tool to achieve a sustainable and integrated development of our towns and cities, is reflected in a series of documents with proposals, projects, and options, which are intended as a guide from the municipal environment to the path towards the Spanish Urban Agenda and the fulfilment of the SDG 2030.

Other networks

Networking is another of the tools that facilitates governance and allows the exchange of knowledge and experiences between towns and cities with common objectives and goals. The promotion and encouragement of networking is another of the objectives of the Spanish Urban Agenda.

Urban Observatories and Statistics

As part of its commitment to improving statistical capacities, access to information and Governance, the Ministry has developed a series of observatories and databases at the service of all Administrations and individuals aimed at guaranteeing the availability of information to help policy and decision making.
